BackOpening of the center of high technology laboratory diagnostics on the basis of Qarasai district hospital
October 4, 2016 on the basis of the Qarasai district hospital in the framework of public-private partnership with OLYMP CDL LLP was held the opening of the Center of high technology laboratory diagnostics.
Creation of the Center is carried out within the framework of implementation of the instructions of N.A. Nazarbayev, the President of the Republic of Kazakhstan, who stated in the 81st step of the 100 concrete steps program on the development of private medicine, improving the efficiency, accessibility and effectiveness of the system of medical care.
The OLYMP branches of clinical diagnostic laboratories is presented on the market of medical services since January 2007 and today is the leader among private laboratories in the territory of the Republic of Kazakhstan. OLYMP CDL operates in 14 regions and 2 cities of republican importance of Kazakhstan, has 18 full-fledged laboratory complexes equipped with modern diagnostic equipment, and counts over 200 comfortable treatment rooms for the sampling of biomaterial through the territory of Kazakhstan. Since 2014, OLYMP CDL has been accredited according to the international laboratory quality standard ISO 15189: 2012, which indicates the high quality of performed tests, and allows in the case of sending a patient for treatment abroad to provide the results of OLYMP CDL without additional confirmation. OLYMP CDL is provided with qualified personnel, has its own technical and IT support services, material support and logistics for uninterrupted supply of reagents and consumables.
Today, over 2000 analyses are available to patients. Some high-tech tests necessary for the diagnosis of rare, including genetic diseases, are performed at the largest European laboratories Synlab, Limbach, Centogene, and OLYMP CDL became their partner in 2015. Also, thanks to the agreement with the Kurgan Center for Molecular Genetic Expertise, DNA examinations to determine various degrees of kinship are available to everyone. Cooperation of the OLYMP CDL branches with foreign laboratories allowed Kazakhstani people to get an open access to unique for our region tests, without the need to travel abroad for examination.
The purpose of opening the Center of high technologies of laboratory diagnostics is further development of modern technologies of laboratory diagnostics in Kazakhstan, obtaining by doctors and population of the district a greater number of quality laboratory services (including rare ones) in the shortest possible time and with a high level of service. The social effect of opening the Center will be saving of time and money related to visiting the laboratory, convenience of receiving results by patients. Detection of the disease at early stages and, in this regard, the effectiveness of its treatment will improve the general level of public health.
In pursuance of the State Health Development Program of the Republic of Kazakhstan named “Densaulyq” for 2016-2020, the cooperation between Qarasai District Hospital and OLYMP CDL, based on the subcontracting agreement, will be further developed within the framework of the public-private partnership project initiated by OLYMP CDL. As part of this project, a Centralized Medical Laboratory will be established with modern laboratory equipment and software provided by OLYMP CDL. In order to implement technological regulations that meet international quality standards, effective management mechanisms and return on investment, the Centralized Medical Laboratory will be transferred to the trust management of OLYMP CDL for the term of the PPP agreement.
Centralization of laboratory services has a number of advantages which include:
Ensuring uninterrupted performance of laboratory tests for physicians and their patients;
Providing accurate results using modern automated equipment;
3-level quality control of tests;
Automation of registration of all stages of production and issuance of test results.
It should be noted that OLYMP CDL has a great positive experience in providing services on the principle of centralization both for its own branches and for the public sector. Since 2010, a successful centralization of the entire outpatient laboratory service of Qaragandy city on the basis of the Qaragandy region branch of OLYMP CDL LLP has been carried out. Over these years, the high quality of laboratory tests has convinced both the majority of patients and doctors of Qaragandy city.
In a number of cities and regions of Kazakhstan (Astana, Almaty, Atyrau, Aqtobe), many laboratory tests under the PPPP are also centralized on the OLYMP CDL basis, as a result of which patients and doctors have access to tests of any complexity, which significantly improves diagnostics.
PPP cooperation benefits not only the population, but also the state. After all, the partnership with OLYMP CDL for Qarasai district hospital is a private investment in infrastructure, equipment, updating the equipment complex of analyzers with modern modular systems, which will allow to expand the line of research and introduce modern highly informative tests that are necessary for doctors and their placentas to improve the quality of diagnosis and treatment. This partnership will reduce the cost of repairs, equipment maintenance, reagents procurement and will free up staff units and salary fund of Qarasai CDH.
Summarizing the above, it should be said that the main effect of the public-private partnership between OLYMP CDL and Qarasai district hospital is to provide doctors and the population of the district with a greater number of quality laboratory services while reducing budget expenditures, improving the level of diagnosis and treatment of diseases.
